When you’re asked to stop and identify you’re being detained (not arrested) until an investigation into your identity can be determined. This is not the same as stop and identify laws as you can’t be formally charged for not displaying your ID in Wisconsin however non compliance is never the correct way to go.
The officer was attempting to detain him during a disorderly conduct investigation, he resisted and he got tazed until he complied.
