In the year 2015, 81% of the German population between the ages of 20 and 29 had a secondary education degree, which means 19% did not have one.
In the same year, only 28% of all Germans between the ages of 25 and 34 had a 4-year tertiary education degree, meaning that the other 72% did not have one.
It's not exactly that rare to not have a secondary or tertiary education degree even in highly developed countries.
