Think of the brutality of the Vandals as they punished Rome for its decadence.
They were far away from their home land, far away from where what would have been harshly punished could be punished. The only law in the land was the fist. And it was obvious who had the upper hand.
How could they keep their hands to themselves? Think what would have been before their eyes. They would have barely been able to distinguish between the men and the women, considering the culture they came from and the state of Rome.
