I won't give exact measurements because I add everything by eye
Heat up a large pan and add a large onion and garlic then throw some salt
Add carrot and let it fry a little bit then add meat
Immediatelly add a generous amount of black pepper and provencal herb and wait for the meat to get brown
Then add mushrooms and a while later red pepper
Fry everything until the pepper becomes soft then add tomatoes
You should add quite a lot of tomatoes and pepper since it's basically the basis of the soup but generally the proportion of pepper and tomatoes should be around 1/4
Boil everything on the pan until everything becomes condensed together and you start to see foam
Then pour everything into a large pot
Here you have to options:
You can add water to fill the pot and turn it into a soup
Or you can not add water to make it to make it more condensed which will be ideal to eat with pasta for example (you should have quite a lot of water in the pot anyway from tomatoes and meat, if not add a little bot so that it covers the whole ingredients)
Start boiling the pot and add bay leaves, all spice, black pepper, and salt (you may also add oregano as well)
Boil it under a closed lid for about 15 mins
Then try it for the first time and add spices to your liking (it is likely it you will want to add more salt but be careful with that)
If you're impatient you can start eating already but generally the more you boil the softer the ingredients will be which is better for stomach
Also if you decide to make a condensed version it is necessary to take some time to boil it in order to reduce water
