The niggers and crime is concentrated to neighborhoods like Dorchester, the rest of the city is extremely safe. Or you could go down the Chicago route and basically make the nigger neighborhoods a quasi-anarchy free for all where the cops will not intervene in their business, but if any of them venture out of their neighborhoods and into the good neighborhoods, the cops will enforce the law extra hard.
