They are fighting against the clock to massively improve these things before mass-resistance and eventually a revolution breaks out. In my opinion, Xi isn't the man for the job, he's too inconsiderate and thinks every unrest can be solved by killing it or sweeping it under the rug. China has work to do, but I don't think they have a future in their current form.
