If you have a pressure-sensitive drawing tablet, choose a brush and a color and start doodling.
Otherwise just use a pencil and learn the program while processing your scans.

/ic/ is more often than not the blind leading the blind. Don't bother unless you're good at separating the wheat from the chaff. Learn your shortcut buttons.

Sai is cheap, powerful and will run on a potato. Learn your shortcut buttons. CSP is also pretty good but will overwhelm you if you're new. Don't interact with Twitter, just post and leave.

Also, learn your shortcut buttons.

It's literally in the name. Krita/mypaint/sai/PS are all decent for creation, GIMP is good for editing is you don't need photoshop's features and
