Just start using the same system to auto ban people for using the MD5 of known jak images and just have people keep adding them to a database week by week.
Keep a paid mod on the sharty and auto delete any posts known to be made by them, forcing them to move to private discords.
Eventually they will just run out of IPs they can use or get bored.
