you can do this through universalism (shared ideas), or you can do this through racism (shared heritage)
universalism needs to commit great acts of evil to preserve the idea, since if you have such a group of people united by that idea, then the only way to deal with them when they reject that idea is violence
xenophobia, or racism has no implicit need for this. It is instinctive, and has no need to commit acts of violence against anyone except aggressors
