There is no separate ruler of the country, and generally, the prime minister is just the leader of the biggest party. While he holds special powers and responsibilities in that position, he only has one vote in parliament still, and things like power of veto or special decree/executive order lie with other offices.
sometimes it also includes rules saying that the member has to be from the area voting for them, so as to best represent the wants and needs of the local community voting for them, so that in parliament the population is accurately represented.
For example, Little Trudeau was elected through the riding of Papineau, which is in Montreal. His daddy Big Trudeau held the riding of Mount Royal, and the Trudeaus as a whole have a family home in the richer area of Notre Dame du Grace.
I know the POTUS has to be born in America, but there's no guarantee that they'll accurately represent the population that elected them, and almost the guarantee that they can't, just because of how big the US is.
