Faulty premise. "Kira" could not have won, because Kira himself was the problem. Light didn't want to make the world a better place as much as he wanted to stroke his own ego, and that was what led to him getting caught. He gave a special name to himself and spread it around because he wanted recognition (a common trait in real-life serial killers), which is what led to him getting sussed out on Day 1. If he didn't want to be caught, he shouldn't have been so obvious about what he was doing.
