In Korea, it has become a social problem to not understand the meaning of sentences written in Korean.[1]According to a survey by a Korean private organization, 25% of the population find it difficult or incomprehensible to read texts at the level of the sixth graders before elementary school [2]According to the "Korea Educational Human Resources Index" by the Korea Educational Development Institute, 38 percent of the population and 37.8 percent of the population do not understand what kind of work or technology they do not know after reading the book.In addition, university graduates ranked at the bottom of the OECD's 22 member countries in terms of reading documents.4In 2015, Japanese ranked first among 22 OECD countries in terms of literacy, numerical ability, and problem solving ability, but Koreans fell below the OECD average in terms of literacy.According to a survey by the OECD, the percentage of written comprehension at the level of experts and leadership was one-sixth that of Japanese.The Chosun Ilbo reported that even Korean researchers, journalists and politicians have a weak understanding of writing because Chinese characters are excluded from the survey results.It has been pointed out that even politicians, public institutions, and the mass media have made false statements and reports in Korean, which has led to a lack of functional literacy among Koreans.
