But the government could employ different strategies than just hang up posters that say “go make children”. Monetary incentives already exist. Censorship of media and publishments that promote a childless life or other types of unproductive lifestyles could also be employed.
The government is better at destroying the natality of a country than promoting it, and once the damage is done it is hard to undo it. If you know the history of your own country and saw what happened under Soviet rapid industrialisation and how it caused Russian demographics to completely collapse you should know why.
Culture changes over time and the tide could always turn against the current norms for whatever reasons future generations decide that they want to live differently. You can already see sentiments like that in the present, especially on the internet where communication happens more rapidly.
