Moe traits date back to the 60s, but the first truly moe anime is Urusei Yatsura (1981). Pic related. Urusei Yatsura alone established tons of traits, archetypes and plot points that are prominent in moe anime even today.
Moe, in it's actual definition and not some opinion you made up, literally refers to the feeling of attraction or admiration to a fictional character in Japanese media, mostly towards female characters and some male characters. Moe isn't even a genre, an artstyle, or a character type. It's a feeling towards a specific character.
Anime that are specifically moe, or just "moe anime" are anime with characters specifically made with traits that the general masses like.
