Mass shootings happen mainly in cities simply because of the large population. Because of the large population, shooters are more likely to be from there, and because of the large population, it's easier to find large gatherings even in convenience stores. No mass shootings are happening in a gas station in rural Bumfuck, MS.
Literally just ban all guns and you'll turn into a safe place like Europe.
