I think your statement is true, but this single dimensional stat contradicts with the fact that so many people feel this "system" unfair. If there is improvement and if there are areas with worse criminal situation who can do it better, them probably there are opportunities out there to make it less unfair. Let's say if 1% of the white people are criminal, but 10% of black people are criminal, that doesn't give you the right to ruin the 90%'s life more than the 99%'s. Simple as.
