The southern is more mixed therefore the southern is 'less european'. By less he means less european genes. THEREFORE you got more dark people in the south and that's why he used these examples in the video. Gypsies, tatars or turks, it doesn't matter, they aren't european. There are still fair skinned europeans in the south and they are europeans. And even if someone is a little darker, if all his ancestors are from europe then he probably has light european genes.
