It really doesn't do anything at all, it just lets you use Thunder Clap in Bear Form which is okay I guess if you're just going to use it as an AoE spec. I don't think there's any reason for you to ever use the storm strike portion of it either unless the chain lightning does a large amount of damage. You are still going to end up having to take Lacerate and whatnot as well, which doesn't even synergize by doing Nature Damage or anything, or else you are going to have non-existent single target.
I guess since Volatile Discharge increases the damage of your Chain Lightning by 10% it's probably not that bad, but Stormstrike has an 8 second cooldown with no real way to reduce said cooldown. If you REALLY wanted Stormstrike to be useful you could try running Blood Rain, which makes Stormstrike increase the damage dealt by your bleeds on the target by 15%, but at that point you should probably just go an actual bleed-focused bear build like Carnage Incarnate or Nature's Fervor.
It'll probably be decent in Dungeons, at least, but it does literally nothing on bosses and may as well just be worse than a default bear even.
