haiti's problem then was the same as it is now. warlordism, corruption and political instability. if you want a reason why they failed to service the debt then look to the factional infighting that followed their revolution and the marginalisation of the mulattos who could have formed the middle class that could have embraced and uplifted the haitian majority to the point where they wouldn't have to depend on plantation agriculture.
