When they use Linux and find out about live driver installs that don't require rebooting, they'll be worried that it's somehow broken or not working properly because that's the experience they have with Windows, and it'll make them uncomfortable about the Linux distro they're using.
Yes the Linux distro does it better. It is completely irrelevant that Linux does it better, because the only thing that matters to the consumer is how he feels using the product, and the Windows sheep will feel very awkward about shit just working without a reboot.
The terminal plays a part in that too.
In almost every Linux distro, you have to use the terminal to just use it or do some chocolatey-type function, or give sudo access.
When does a Windows user ever see a terminal/command line? When Windows is broken and refuses to work properly.
Thus the average Windows user associates a command line with the apocalypse, not with DOS or CPM.

Why do you (or people generally) think that in MacOS you can't permanently delete anything with ctrl-alt-delete or the cmd key version thereof? Because the midshits who swear by MacOS feel the need to physically move the mouse over the trashcan and make visually sure that they're permanently deleting something, and get very uncomfortable if they do it another way.
