And for matters that involve a island, it would be the whole network of townland governments involved, meshed together, and for matters involving the whole world, it would be the whole network of all the towlands in the world meshed together. A complicated hierarchy.
then for more just the ideology of this world, every place would be full of native plants and animals if there's any, and everywhere would be populated by the native people from there.
