The addition of weapon skins and especially contracts especially signaled that Valve wanted to make TF2 more appealing to the CSGO and Overwatch fandom at the expense of the game's core culture. Weapon skins were a ill-conceived addition to mimic CSGO for the sake of more money that didn't fit with the game and never really got off the ground. Contracts added pressure to perform in a certain way, detracting from what was previously a very chill atmosphere for an FPS, and only applied on Valve servers, taking activity away from the community servers that have always been the soul of TF2 (Quick Play existed, but was always more of an entry point).
Meet Your Match may have killed TF2, but Gun Mettle was a dark omen of what was coming.
