That's impossible to answer without knowing what song you are trying to make and what instrument you are writing for. Generally lower pitch instruments have longer notes and higher pitch instruments have shorter notes.

Generally what musicians would do for starters is use quarter notes to get the basic tune and then dress it up with more notes.

bass: whole notes
harmony: whole notes
melody: quarter notes
drums: quarter notes
percussion: sixteenth notes
these are the five essential ingredients to any song. these note lengths are just general guidelines. just use your intuition, and figure it out for yourself.
