Soldiers swear an oath to the king, not to Parliament (kind of the way that american soldiers swear to your constitution, not your government or president)
In practice yes, it's mostly rubberstamping - the royal has virtually never (or literally never?) refused to give royal assent to a law for the last hundred years or more
The last time a royal tried to fuck about parliament threw him out and invited another royal in (then called it "the glorious revolution")
But I could see a royal refusing to support an unjust war - some would say the queen should have done that in 2003 but oh well
Note that the sitting british government has something called "parliamentary sovereignty" which means they can always undo, amend or overwrite any law they like, including laws passed by previous parliaments
