They don't need 100% compliance, just enough people to use as cannon fodder.
People who took the vax will almost certainly cave and accept the draft without too much resistance, especially when threatened with financial ruin for themselves and their family.
They will also divert the blame to non-enlisters like they did with novaxxers the instant a nuke goes off with some fallacious logic "see! We could have avoided this if you weren't cowards!"
