They all hate having to go court. Especially against people that can challenge their evidence and make it as lengthy a painful as possible for them, they just won't show up and the citation will be dropped.
No cop can prove in court that you weren't wearing a seatbelt. The amount of time an work that would create for them to try to dig through the foggy dash cam footage and have to articulate you aren't wearing a belt, is beyond anything they'd be willing to do for a $75 citation
