Do all that and the cycles will last way longer. If you want to end the cycles altogether then you'd have to artificially keep IQ under a certain threshold and maintain a low tech society which obviously has it's own problems but civilization will never liberalize and degenerate if that's maintained. I don't think it's possible to have high average IQ post industrial revolution without civilization degenerating desu.

You'd need to go back and open up the vast rich silver mines discovered later on in Germany, Poland, and the Balkans. Introduce improved mining and refining techniques plus the usage of coal instead of deforesting the continent to make charcoal and Rome would have remained powerful and prosperous.
