This is odd. I use 4chan at work, at home, litterally anywhere in Korea and have never been blocked.

I have VPNs too but have never had to use them for 4chan.

The Republicans are trying to set up a system in the States to require you to log in with your state-issued identity to access adult sites; IIRC South Korea did the same for gaming several years ago. It's possible that they've extended it to adult websites as well and she needs to log in to turn off parental controls.

It's possible that this filter is some sort of technical error on her ISP's end, or that the ISPs that *allow* Koreans to post have a technical error in the filtering. Many filter designs have some degree of latency involved and could get stuck.

You can learn a bit more about the filter by trying to access other adults-only websites and seeing what errors you get. If multiple sites give the same error message, are they on the same IP address when she looks them up? If so, it's a DNS-based block. DNS has built in caching that often lasts for some time; rebooting her computer and router should cause cache regeneration, though it won't fix the problem if it's cached at the ISP level.
