i am born russian hospital/orphanage in the 1990s to russian parents. i am adopted by catholics that conceal my history. i do not yet speak russian. I know my given, patronymic and family names. i know the location and name of the vital records office and wish before death to see if i have living family.

1) I was told about the risk of arrest and conscription upon return to native land before my late 20s because i am considered a citizen. I was told this before 2014. is it true?

2) is it ever possible to obtain passport inside embassy/consulate?

3) in russia, is finding history difficult?
