All it does is make
4chan.org inaccessible by your computer. It links all requests for
4chan.org to the address 127.0.0.1 instead of looking up
4chan.org's actual IP. 127.0.0.1 is the loopback address, basically a way of saying "this computers address". So when you try to go to
4chan.org nothing will happen, since your computer is not hosting 4chan (I'm assuming). If you just remove those lines from that file, it will go back to normal.
