They review it, including running your id for warrants etc and either approve or reject. This is good for 6 months. Getting you permit to carry acts as a permit to purchase for 5 years. You go through the background check, along with a training class.
You also need this permit to purchase to buy a semiautomatic rifle. You need to fill out an additional form that gets checked by a various government agency. That agency also talks to the seller to triple check and verify your info (make sure its really you buying the gun rifle).
My state does a pretty thorough job. Anything more would definitely be a 2A violation. Also, you cant help that some people become schizos.
