The presumption is that Western culture is oppressive because it doesn't integrate or include other cultures' idea of gender.
But in reality every culture is like that: the gender norms of certain Native American tribes did not contain the gender norms of their neighbors, or of other societies in Europe, Asia and Africa. Does that mean they were oppressive too?
This is what puts cultures into separate categories: they don't include the particular cultural norms of their neighbors, otherwise they'd be part of the same culture.
The whole thing is pretty ridiculous and with a little thought can be ridiculed fairly easily. It's why the whole compassion angle is pushed, because any criticism can be hand-waived away as being hateful and violent.
