yeah i get across my local town, 3 miles in under 10 minutes if i haul ass, like 20mph average (30mph top speed) i recharge my ebike with solar and at work, the only way i can be caught is on another ebike, via a light police dirtbike thats nimble enough to keep up or a drone/helicopter with ground vehicles cutting me off in the direction im heading. i rode through a police roadblock the other month, the police simply dont care or dont have the time to stop people zooming about, they just are not interested even though the vehicles are skirting the laws because its a pretty low likelyhood of catching you if you try to get away, a ton of paperwork and no real prosecution for anything serious,so unless you have done a serious crime they cant send more than 1 car out.
If you ride around pretty responsibly and dont act like an idiot and are not low hanging fruit in that you put yourself in a position in which they can actually stop you they simply dont give a shit. imo you are right that they are going to try and clamp down on this stuff with laws and taxes and registration but i think they have left it too late. im simply not doing it.
