Yeah he obeyed the law, but we all know what's really going on there, and the girl's welfare definitely wasn't his priority.
The trouble is you have to draw the line somewhere and that's why most countries with a high age of consent have Romeo and Juliet laws.
Even in muslim countries where the age of consent just doesn't exist in law, they execute you for sex outside of wedlock. There's still a lot of injustice there don't get me wrong, I'm no fan of Islam, but the principle such that it is is still the welfare of the child.
"Don't fuck children" is not rocket science.
