After the recovery of the Soviet Union post WWII, they started to infiltrate education institution and cultural spheres with agents. Most people did not even realize they were being manipulated by literal KGB agents, and genuinely thought they were doing the good.
The US was not oblivious to that, and started his own campaign to make leftism in the west a "faggot ideology", in a way that no one would want to join.
After the high of the cold war, the Soviet Union got tired of this bullshit, and started to end their cells all over the world, and when it finally collapsed, the chain of command simple was not there anymore.
