The French didn't create many language policies in their colonies. The schooling in British colonies was really geared towards assimilation. Also with the success and ridiculously widespread popularity of films from Hollywood and music from Britain, English has a culturally relevant quality

Because when World War, vol. I-II happened, and both Britain and France lost control of their empires, the power vacuum was filled by the US. Had a former French colony been in a position to do that, French would be the dominant language.
