Someone should inform google earth doesn't mean literally google earth, it's a shorthand. China has roughly several thousand satellites filled with every form of SIGINT imaginable. The only things they can't get by satellite also wouldn't be able to be picked up at 60k feet.
Radio, cell, and wifi which all except guard radio signals on bases are typically encrypted.
So the only risk the balloon actually posed was for attempted soft targets of specific guard procedures or access to personnel for espouse.
Not to mention it was a media wagging the dog forcing the government to claim it was a spy balloon after shooting it down to justify the action since it was the media making the nation look bad of "there's a spy balloon that Biden hasn't done anything about".
