since it'd be a lot of extra workload to make every single index request (like page 1 or whatever the fuck) go through PHP and parse everything (because PHP is godawful) 4chan (and literally every other imageboard) uses this little thing where instead of you directly calling PHP, a little cronjob/PHP thing uses a template to put a file in instead (such as page1.html) and fills that with everything
that also means that the index is not immediately updated with the latest posts, it can be up to seconds behind, same goes for the API, you are not calling PHP directly you are grabbing a JSON file put there by PHP earlier
this is good for 1) cloudflare caching 2) caching in general 3) speed because you dont have to wait for php
this also makes it so that there is NO reliable way to tell what the current post number is because you are always viewing "old" files, making scripts useless
