Address P then donates to some organisation.
Evil gov wants to arrest the one who donated, and they know to what person the address A belonged, to what person the address B, same for C and D.
Which of the 4 people made that donation?

You want to say "arrest all 4"? well do that with 100 users not 4 users. And then take the resulting coin, the "clear" one, and do not yet donate from it. Instead repeat same operation with it again (and avoid any of addresses you've just seen as other inputs).
If everyone did it, then you have 100*100 "suspects" (of course limited by total number of users of this system, but that will grow).
