Getting rid of it is not the problem, its more like dealing with the alarm.
The best you can do is to bridge the connection and leave it within the cell coverage area. In this case it wont raise an alarm but they will know that it was removed if you have to present yourself at the police station. To do this, you could go to a hardware store and get a metal detector for detecting wires in walls. Then file through the bracelet at both ends really carefully so as to not file through the wire. Then, you bridge the connection. after that, cut through the whole thing in the middle.
You also have the option of going into an area with no cell coverage and then remove it. After some time, it will raise an alarm and they will know you latest position. To stop it knowing where you are, cover with aluminium foil, obviously.
