I like muscular anime girls however I'm also kinda picky with them. I'd say the girl's design has to be attractive first. If the girl is attractive, then having muscles that don't look out of place multiplies her level of attractiveness, but some artists go too far with the muscles and make them too jakked up. And then of course we have the characters that have muscles but aren't attractive, like Sakura from Danganronpa. Those are just ugly female characters. So my conclusion is that a girl having muscles doesn't automatically make her attractive, they have to be attractive first. Good examples of attractive muscle girls are Mirko, Ghislaine Dedoldia, and Noi.
