"Let he who is without sin cast the first stone" is Jesus pointing out that no one is without sin. And since crime and guilt are all things based on ideas of sin, it therefore goes that no one is truly innocent. In fact, in many cases but certainly not all, crimes happen due to the victim's negligence and poor sense of judgement. Demands of right are void and meaningless when the crime has already been done and you cannot go back to prevent it. Aside from negligence, the victim's sins may have inadvertedly helped contribute to this predicament.
So fuck victims? No. But both criminal and victim are sometimes partially at fault for contributing to the absolute failure of this society and you must demand as much from each if you want bad things to stop happening. For humans, this request is impossible. The rapes will continue until further cognitive development occurs.
