Why do retards need to create mass panic & hysteria among the entire global population on account of the US congress and senators crying about not having oversight over secret special access programs that they already knew were happening?

It was said in the recent reddit whistleblowing that the Chinese have successfully reverse-engineered certain ET tech (before the US) -- Is the disclosure a preparation for the Western population to pick up/support another arms-race/war?
