No, it's not. /bant/ is a mix of /b/ and /int/ and was created specifically for moving shitpost/off-topic threads from /pol/ and /int/. It is a literal garbage can for those two boards, much like /trash/ is for /v/ and a few other boards. Anime had nothing to do with the creation of /bant/. There were imported /pol/ and /int/ threads 10 minutes into the release of /bant/.
