The veins in your balls are very close to the surface and if you shave and accidentally cut or pluck hairs sometimes the blood will then fill the pore and form those. Not a medfag but i poked one with a needle once and drained it. Problem when you do that though is it will fill back up afterward if you poke too far.
Once again not a medfag but i dont think its serious
