It's just applied in different ways.
Economic Liberalism, means a free and open market not controlled. (Controlled as in a mercantile system, not a capitalist system with safety checks and regulations.)
Political Liberalism - Free and open laws that promote responsible progress toward or for the betterment of society.
Social Liberalism - The idea of a more civic and open system, disinterested in "class" and "caste" systems (Especially Royal - or Monarchical). Equal base rights, privilege through merit, not birth.
So, while the definitions are these above, they might be precieved differently from different perspectives.
Perhaps if "liberal" wasn't used as a bad word, we'd all know that America is 'Liberal' but different political ideologies have different methods of achieving those views.
Sadly, the word becomes lost, when we define it as a side, instead of a goal. "liberal v conservative" instead of "Issue v Issue" muddies the whole shit up, then people start flinging mud like autistic zealots.
