i think it worked in their cases
there was one in my hometown last time i was there, it was in a very shitty area with not much traffic in a random barren lot. if the people in the surrounding commieblocks went to it, maybe they got people but otherwise idk who would. when i was a kid they'd set up shop in the park so that made sense. the one i saw wasn't a proper circus with elephants and lions and shit but it was like 10 small tents and one big one so maybe they had fortune tellers and games and maybe a horse that could do tricks.
when i was a kid it was more like what is called a fair, you could shoot pop guns at targets and win prizes, play whack a mole, foosball, arcades, merry go rounds, the claw that picks up stuffed animals game, etc.
