In a way they're OVER their limit, because testes tissue has become competitive with brain tissue for dietary zinc and reduced cranial volume significantly. They are literally too dumb to be trained and can't sustain complex herding behaviors.
This pattern also occurs seasonally with bats, but as zebras are strictly herbivorous, not *omnivorous* and territorially omnivorous on top of that, without a flexible fruit supply and range, they're pretty much fucked. The population has already dwindled to the mid 2000s and are barely stable, so the gallon-pumping outlier is impossible unless they gain the capacity to digest meat and gain a more efficient zinc source in it.
