Wave after wave of retards migrate in, they're more committed than older users to wasting all day posting because it's all new to them and they're usually younger and therefore more easily entertained/have more free time to waste. They drive down the level of discussion and overall fun just enough to make a few more good posters either leave forever, access the site very rarely in fits of misguided nostalgia, or recede into lurking/pic-saving while making just a handful of posts a year. The absence of those posters then further drives quality down in a vicious cycle which ostracizes yet more non-retards. Lately, though, things seem at last to be bottoming out, to where the site is now so shit that there's little draw for anyone who's not already here, but large numbers of non-retarded users are still being incentivize to make themselves scarce, resulting in a decline in activity overall. /bant/ might actually be the best example of that happening on 4chan right now, and it shouldn't be hard to see why if you look at the catalog at any given time.
Yellow general-discussion boards in particular also have a lifecycle of starting off as a pseudo-Renaissance for 4chan, but ultimately getting taken over by a low IQ cohort of likeminded faggots who ensure nothing interesting or creative ever happens on the board again, and that's obviously happened here as well as /r9k/, /s4s/, /pol/, /qa/, and /b/.
