Cheating what exactly? If some guys want gains and shape and need a little boost then who cares? Besides most teams wait until after season before springing accusations of cheating. Pro body builders get tested before the lifts. The exception top roid use being pro-Wrestlers and movie stars. By the way many places like the military and police don't really care about this kind of drug use as it can actually be used by their people. As for average people well it may shorten their lives.

It's not cheating because most people who do it are not in any competition and the people who are in a competition all do it so nobody is really left out.

It's incredibly dishonest and misleading to do it and claim you are not, which is also behavior most non-professionals engage in. Luckily they will pay for their dishonesty when their hearts explode in their 40's and 50's.
